Hello! I'm not sure if I posted this in the right place, so if it isn't please let me know.
I am studying the book of Matthew, and have hit upon a snag in verses 5-6:
5 And they said unto him, In Bethlehem of Judaea: for thus it is written by the prophet,
6 And thou Bethlehem, in the land of Juda, art not the least among the princes of Juda: for out of thee shall come a Governor, that shall rule my people Israel.
What prophet is this referring to? I did a little searching and found no answer. Thanks for your help!

The Minor Prophet, Micah said:
Mic 5:2 But thou, Bethlehem Ephratah, [though] thou be little among the thousands of Judah, [yet] out of thee shall he come forth unto me [that is] to be ruler in Israel; whose goings forth [have been] from of old, from everlasting.
